Developing an system to encourage the young mi nds to do research and development Determining the cost-effectiveness of alternative education options\, including credit recovery to support state and district level deployment of resources\; Exploring the viability of accelerated learning rates within a competency-based environment\; Redesi gning the educational and employment opportunity policy that creates valua ble on-ramps to meet the needs of at least 50 percent of youth\; Assessin g the impact of different reforms on utilizing the resources available acr oss the globe.
