\nWriting an effective paper either for a conf erence or
\nfor a journal poses extensive hardships to the
\nent erprising researchers because it requires appropriate
\ncontents\, in novative ideas\, experimentation\, testing and
\nvalidation of result s\, implications for real time
\napplications\, proper interpretation of the existing
\nstudies\, appropriate language and style which inc lude
\nwriting skills and better presentation. Similarly\, many
\ninnovative ideas are being documented in the form of
\nresearch pro posals\, but these ideas do not catch the
\nattention of the funding agencies as they lack an
\neffective conceptual framework of concrete ideas. The
